PHOTOGRAPH FOR TIME BY ANDREW MOORE

A man who believes he was born to make history shouldn't expect a quiet life. But the past year may have held too much excitement for even Taiwan's President Chen Shui-bian. In March he survived an apparent assassination attempt and won narrow re-election, only to see his party's coalition denied a majority in the recent legislative election. That was in part because swing voters felt he was unnecessarily provoking China by pushing too hard for an independent identity for Taiwan. Chen stepped down as party chairman last week to accept responsibility for the election result. But with Beijing still viewing him as the obstacle to better cross-strait relations, Chen—and Taiwan—can expect more tense times ahead.
