WISE SKY: Terry Trippler has compiled a database citing individual airlines' regulations on such critical issues as check-in time limits, baggage allowances and lost luggage. In plain language he deciphers the fine print of each "Contract of Carriage" to determine passengers' rights after being bumped from a flight, for instance, or when ticket-price changes entitle buyers to a refund. Carriers listed include American, Continental, Delta, Northwest, TWA and United--and Trippler plans to add many more (including Asian airlines), so keep checking back.
