With Saddam hiding from coalition forces, leadership falls to a few deputies who remain at large. American intelligence principally suspects Izzat Ibrahim, an ex-general, though others are dispensing money and instructions. The loyalists are responsible for most of the attacks on U.S. forces and now coordinate with other types of fighters. As the insurgency’s main leaders, they have grown markedly in reach, skill, strength and sophistication
