The only Democrat west of the Rockies to come to office in the face of
the 1994 Republican sweep, the down-to-earth Zoe Lofgren (D-Calif.) was
recognized as one of the most effective members of her class by the
Congressional Quarterly. She has crossed swords
with the administration on encryption -- as you'd expect from a Silicon
Valley-area representative -- and shown bipartisan skills working with
Republicans to hammer out the 1996 telecommunications bill. But her
reputation as a strong party-line Democrat and feminist -- and her 66
percent victory in
pro-Clinton granola country -- suggests that she'll support the President
for both herself and her constituents.
