| March 21, 2000 Federal judge K. Michael Moore upholds the INS finding that Juan Miguel is Elian's legal guardian, and dismisses the suit brought by his Miami relatives as having no merit. Although the family appeals the decision, the Justice Department now moves to bring closure by pressing the Miami relatives to agree to an expedited appeal process, and to pledge to hand Elian over if they lose in court.
