The War Goes On
Elections in February 1997 (TIME, Feb. 10, 1997) returned a semblance of normality to Chechnya, which voted a former rebel chief of staff, Aslan Maskhadov, into office. In March 1998, the Chechen parliament honored Dudayev by renaming Grozny Dzhokar and in May Maskhadov and Yeltsin signed a peace treaty. But internal dissensions brought curfews and crime with hostage taking and armed skirmishes between rival factions.
In 1999, Chechen incursions into Dagestan raised Russia's hackles once more (TIME, Aug. 23, 1999) and in September a spate of bombings in Moscow, Buynaksk and Voldogonsk, which cost 294 lives, were adjudged to be the work of Chechen terrorists. The new Acting President, Vladimir Putin, who had ridden to power on the back of growing anti-Chechen sentiment, had the support of the Russian people when he ordered their soldiers once more into Chechnya (TIME, Oct. 11, 1999)
