CHANGING FORTUNES
Eastern Revival
While shares have been clobbered on Eastern Europe's fledgling stock markets, the amount of direct foreign investment will continue to soar despite the impending global slowdown. The reason is simple: labor costs are only a third of those in Western Europe, with its punishingly high levels of social spending. A recent survey by the German Chamber of Commerce found that a third of its 8,000 members plan to make investments in Eastern Europe in 2001. Hungary, Poland and the Czech Republic will continue to lead the pack, but this year Romania will begin to attract significant inward investment.
