Is there any reason to believe that there will ever be a complete armistice between India and Pakistan? Here's one cause for optimism: right-wing Hindu chauvinists are in power in Delhi, and the virulently anti-India army rules Pakistan. If those two adversaries can negotiate a truce over this long-disputed territory, anything's possible. The U.S. can help: India wants an alliance and Pakistan needs cash. American promises of trade and aid will push the two parties to the negotiating table and defuse for now one of the world's most explosive face-offs.
