TAIWAN
The Hot Spot Cools Down
Each year, it seems, somebody is ready to go to war over Taiwan. But thanks to signs of moderation on both sides of the Strait, Taiwan will no longer be on the list of international trigger points by year's end. President Chen Shui-bian will press increased trade and cultural exchanges with the mainland, and Beijing will show more flexibility in its definition of "One China" to allow for more Taiwanese wiggle room. A final settlement is a way off, but at least both sides will be talking.
