CARL COVITZ, California's new secretary of business, transportation and housing, has ordered up Highway Patrol drivers more than 40 times for personal trips, even asking them to shepherd his wife's luggage through Customs. During a parade honoring gulf war veterans, Covitz and his family used a state helicopter for an aerial review. He said he was studying traffic patterns.
