To describe the abuse of inmates at Iraq's Abu Ghraib prison, a Senate panel turned to Major General Antonio Taguba, 53, who testified that a lack of leadership had led to widespread wrongdoing. The Philippine-born son of a Bataan Death March veteran, Taguba wrote the first report on the prison in March, detailing an array of what he called "sadistic, blatant and wanton" acts by U.S. guards.
