This is Georg Tchitcherin's reply to a charge made by Senator Lodge that the Soviet Government would not feel bound by any treaty it made.

Tchitcherin, Soviet Minister for Foreign Affairs, is one of the big men of modern Russia. He comes from & good family, is well educated, and was formerly in the Diplomatic Corps under the Czar. Exiled from Russia as a Menshevist, he lived for some time in Belgium and at the outbreak of the Great War went to London, where he was known in Socialistic circles. His propagandist activities there, however, led to his arrest and internment in Brixton Prison.

Georg Tchitcherin is known as an eccentric. He is a Russian, not a Jew.
