C. R. Das, Swaraj leader, who was asked by Lord Lytton, Governor of Bengal to form a ministry (TIME, Dec. 24), declined that invitation. His reasons were that the people of India cannot offer willing cooperation until the present system of government is changed. He thought it 'dishonorable to accept office and then carry on the Swaraj policy of noncooperation.
