National Affairs: Flood Conscious

Last week Senator Reed Smoot of Utah read Herber C. Hoover's report on flood conditions (see catastrophe) ; came to the conclusion that a special Congressional session, not later than Nov. 1, was "absolutely necessary if flood sufferers are to obtain prompt and adequate relief." It was recalled that Senator Smoot has been urging a special session for more than a month; that he is Chairman of the Senate Finance Committee; that even after perusal of the Hoover report he put the passage of the Deficiency BUI (filibustered out at the last session of Congress) as the first duty of the special session. Southerners were pleased to observe that another administration member had become flood conscious; but President Coolidge was reported as "keenly resenting" the Senator's insistence.
