POWER: Three Verdicts

One year after TVA's simmering, saintly Chairman Arthur Ernest Morgan got himself fired for quarreling publicly with co-Directors Harcourt Morgan and David Lilienthal (TIME, March 14,1938, et seq.), a joint House & Senate committee which investigated his complaints that the TVA had been mismanaged last week produced three findings:

1.) By Senator Vic Donahey's majority (5 Democrats, 1 Republican) : "the main purposes of the TVA act have been honestly and efficiently performed . . . [Dr. Morgan's charges] are without foundation, not supported by evidence, and made without due consideration of the facts."

2) By Senator James J. Davis' Republican minority: TVA is wasteful, inefficient, arbitrary, dictatorial.

3) By Ohio's Republican Representative Thomas A. Jenkins (for himself): The majority report is "unmistakable proof of a desire to withhold true facts. ... It leaves the Tennessee Valley Authority just as it found it."
