Foreign News: Queen in House

To preserve freedom of speech, a constitutional rule hallowed by nearly four centuries of observance denies a King of England the right to enter the House of Commons. Last week Queen Elizabeth, a consort and not a reigning sovereign, did what her husband may not. From the Speaker's Gallery she heard Prime Minister Neville Chamberlain announce the increase in strength of the Territorial Army, was the first consort to enter the House since 1846.
