In chilly windswept Peterhead (pop. 15,000) on the North Sea shoulder of Scotland, four directors of the hauling firm of James Sutherland, Ltd. sat dourly at a table in Victoria Stables one day last week. Stout, sixtyish Board Chairman George Birnie Anderson was making a bitter fuss, complaining about the management of the firm's 100-odd busses and vans, of its 200 employes.
