Federal, state and local government payrolls added up to $13.5 billions last year, reported the National Industrial Conference Board last week. For the numb citizenry, who have had billions served up with breakfast every day, N.I.C.B. added a fact that gave its figure meaning: $13.5 billions is more than the entire payroll of all U.S. manufacturers in 1939.
