The Press: Lockout

For seven weeks, 500 striking members of the C.I.O. American Newspaper Guild had kept Roy Howard's New York World-Telegram & Sun (circ. 612,468) from publishing so much as a single edition. The strikers were backed by upwards of 1,000 craft employees. Some 100 nonstriking editorial and commercial employees continued to report for work every day. Early one morning this week, Editor Howard decided to take a drastic step. Howard locked up the plant. Whether the lockout would stick or not was another question and only Roy Howard knew the answer.
