¶ More than one-fourth of British girls are fully mature and ready for childbearing at 15, Dr. Marie (Married Love) Stopes told a royal commission. "Marriage should be possible for them [though] I should not encourage it." Her recommendation : drop the minimum marriage age for girls from 16 to 15.
