Inflow Stays 3 Per Cent.
Chairman Johnson of the House Immigration Committee tried to force a last-chance measure through Congressbut without success. The bill called for a restriction of aliens to 2% annually of the number of each nationality here in 1910, instead of 3 per cent, as at present. The plan would reduce the inflow from 355,000 a year to 222,000.
