The Senate:

¶ Passed (67-to-2) a bill that would make the Civilian Conservation Corps a permanent organization and reduce the annual salary of Director Robert Fechner from $12,000 to $10,000, after voting down the bill passed by the House last fortnight that would extend the CCC for only two more years. Sent it to a Senate-House conference committee.

¶ Passed without a roll call the bill extending until Dec. 31, 1941 the authority of the Government to make soil conservation payments direct to farmers instead of allocating the funds for administration by individual States after Dec. 31 as provided in the Soil Conservation Act. Sent it to the President.

¶ Passed a joint resolution introduced by Nebraska's Norris appropriating $150,000 for investigation by the Federal Trade Commission of propaganda circulated by private utilities against public ownership, after adopting an amendment offered by Utah's King broadening its scope to include an investigation of propaganda used by Government agencies against private ownership. Sent it to the House.

¶ Passed on May 20, decennial of Lindbergh's departure on his flight to Paris (see p. 45), a joint resolution designating May 28 as National Aviation Day. Sent it to the President.

¶ Confirmed the President's promotions of Assistant Secretary of State Sumner Welles to Under Secretary of State and Assistant Secretary of State Robert Walton Moore to the resurrected post of Counselor of the State Department (see col. 1).

The House:

¶ Passed (221-to-160) the $123,002,674 Department of the Interior appropriation bill. Sent it to the Senate.
