Berlin's radio solemnly reported Japan's "peace terms" to the U.S., as printed in the Japanese periodical Meiho. Sample conditions:
¶ Confiscation of the entire U.S. Navy.
¶ All expenses involved to be paid by the U.S.
¶ All large merchant ships to be placed at Japan's disposal.
¶ All naval installations, naval stations, dockyards, arsenals, colleges and other centers of naval education to be destroyed.
"In case of the scuttling of a single ship," Meiho ruled, "ten times its value should be paid to the Japanese Government."
