The best-known U.S. dog had a birthday last week. Franklin Roosevelt's Fala, his eyes hidden under a mass of black hair, received photographers on the south lawn of the White House, sniffed nonchalantly at cake with white and lavender frosting and four candles. For supper he had an extra bone.

Day or so later, Fala's master, heeding the urging of his physician, headed south for a two-week rest. Along went the President's military legman, Admiral William D. Leahy, and military and naval aides. Said the White House announcement: "The President will devote himself exclusively to relaxation in fresh air and sunshine."
