Army & Navy: Penny Foolish
The War Department's press division sent out a proud announcement to news offices: the Army had figured how to save 125 scarce raw materials, on everything from pencils to tanks. As usual, the little three-page press release arrived in a 10-by-14-inch envelope of scarce, heavy brown paper, big and tough enough to hold two copies of Gone With the Wind.
