THE guns had barely fallen silent in Viet Nam when President Nixon issued a call to counterrevolution at home. He unwrapped a budget for fiscal 1974 that in effect summons the U.S. to bury the Great Society—by ironic coincidence just after the death of its moving force, Lyndon Johnson.
