The bombing will have a jolting, negative impact on Philippine tourism, which is the country's third largest source of foreign exchange earnings ($400 million last year) and is responsible for up to 400,000 Filipino jobs. Whether terrorism will lead to any liberalization of Marcos' rule is problematical. More likely, the April 6 organization's attack will give the President an excuse to postpone his promise to end his longstanding martial law by next March. Last week Marcos warned, "If the bombing continues, I will not lift martial law." ∙
