In a predawn hit, gunmen with silencers shot P.L.O. official Atef Bseiso, 44, outside his Paris hotel. Bseiso was on a secret mission to meet with French intelligence agents to discuss security matters. The killers' efficiency led to rumors of secret-service involvement -- not only Israeli but French as well. Also suspected was Abu Nidal, the Palestinian extremist believed responsible for other P.L.O. killings, though his group denied involvement.
