THE DAY before the FOREST CONFERENCE in Portland, Oregon, Clinton and Gore both hoped to attend an environmental rock concert featuring Neil Young, Kenny Loggins and Carole King. But political instincts won out: Bill and Al decided that attending the concert risked incurring the wrath of loggers.
