Though he entered the House in 1993 with the lowest seniority in the minority party, Portman has become a darling of the Republican majority, earning kudos from the National Taxpayers Union (as the best deficit hawk in Ohio), Citizens Against Governmental Waste (for being a "Taxpayer Hero") and the National Association of Counties (which gave him its first Legislator of the Year award).

After nearly two decades in the House, Hall may be in one of his toughest races ever, facing the same man who scared him two years ago.
