A Dayton native, Westbrock has practiced medicine there slightly longer than Tony Hall has been in Congress (19 years). He made a passable run for the seat in 1994 (taking 41% of the votes), and if he is able to convince voters that the Republican revolution is still alive, he may still be able to hurt Hall with the "big spender" label.

Goaded into the race by friends and a wife who "was tired of hearing me complain," this political neophyte says he wants an end to business as usual. That business, says McClain, is represented by incumbent Oxley, who he believes has been in office "so long" that he has lost touch with his constituents. It's art vs. politics.

Oxley entered the House after a narrow special-election victory in 1981, but has had no trouble holding on to his seat since then. He has become an expert in emerging technologies and communications and a strong voice against government involvement in either.
