Well, here's the new norm. While Kabila was in Paris, human-rights activists tried to bring charges against him for torture and other crimes against humanity. On Nov. 27, the case was dismissed. Charles Josselin, France's Minister for African Affairs, explained that Kabila "benefits from the immunity accorded to chiefs of state while in office, a big difference from General Pinochet, who no longer is."

Oh, but Kabila did not get off scot-free. When his limo pulled up for the festivities at the Elysee Palace, President Jacques Chirac would not come out to greet him. Ah, justice.
