WHITEWATER . . . DEMS WIN THE ADVANTAGE
President Clinton's Democratic allies in Congress gained an edge in controlling the Whitewater probe by voting to begin narrowly focused hearings by July 29. Despite a week of partisan back-and-forth in Senate chambers, the Democrats simply used their 13 extra votes to scuttle G.O.P. demands for a broader inquiry. Instead of focusing on President and Mrs. Clinton's Arkansas land investment--as Republicans wanted--the hearings will stick to the possible impropriety of meetings between Clinton Administration officials and banking regulators and to events surrounding the death of White House Deputy Counsel Vincent Foster.
