The Supreme Court stuck with the status quo in its two highest-profile cases Monday, upholding Megan's Law -- and refusing to shield the FBI from yet another public-relations disaster.

Nine FBI and U.S. Marshal employees involved in the 1992 siege at Ruby Ridge remain open to a civil lawsuit by Kevin Harris, who was wounded in the standoff, the court ruled in rejecting the agents' appeal. In other rulings, the court:

  • Rejected a Clinton administration appeal in a free-speech case, overruling a federal ban on television and radio advertising for state-licensed gambling casinos.

  • Dismissed NBA player Vernon Maxwell's request that his 1995 marijuana conviction be dismissed. Maxwell had argued that his guilty plea was invalid because he had not received adequate legal help.
