What effect have the new ethics laws had on the U.S. Senate? Elected officials have cut back the number of free trips they accept and reduced the frequency of their speaking engagements (since all honoraria must be donated to charity). Some are also turning in far more detailed reports on earnings above their $133,600 senatorial salary. Notable income enhancers: $26 million for Wisconsin Senator Herb Kohl, owner of the Milwaukee Bucks, and $5 won by Illinois' Paul Simon, both Democrats. Simon's $5 bet, by the way, was won by knowing the name of the Senator killed during the Civil War at the battle of Ball's Bluff.
