HAITI . . . CLINTON FREEZES ASSETS

President Clinton signed an executive order to freeze the U.S. holdings of all Haitians still living in Haiti, tightening the economic noose. The move, completed before banks opened this morning, "sends a signal to the wealthy Haitians and others that we're serious about this, that we want to see democracy restored, that we want to see President [Jean-Bertrand] Aristide reinstated," said White House Press Secretary Dee Dee Myers. A loophole: Haitians not in the military can transfer their money to a non-American bank and reclaim it.
