MIDEAST . . . ISRAEL, PLO BACK AT THE TABLE
Israel and the Palestinian Liberation Organization resumed stalled talks about autonomy for the occupied territories, and the PLO's top negotiator hinted that Yasser Arafat is poised for a long-awaited return to Jericho next month. The Israelis, who had wanted to test-run Palestinian self-rule in the Gaza Strip and Jericho, said they were ready to talk about a quick expansion of self-rule to the rest of the West Bank. In turn, Arafat might settle in Jericho in mid-July -- as long as he and other Palestinians are guaranteed "safe passage roads" between the two independent zones with no harassment from Israeli soldiers.
