BOSNIA . . . ANOTHER PLAN BITES THE DUST

Bosnian Serbs accepted the latest peace plan for the former Yugoslavia -- but loaded their acceptance with conditions that will probably kill it. Bosnia's Muslims and Croats approved the scheme as is yesterday.Now what? An awkward moment for France, Germany, the U. S., Great Britain and Russia -- the countries that insisted the Serbs accept the plan, says TIME's Central Europe bureau chief, James Graff. In the absence of the political will to go to war with the Serbs, these countries have two options, says Graff. The first: Tighten a so-far ineffective arms embargo against the Serbs. The second? Swallow hard and go back to the drawing board. "It would be extremely embarrassing for the countries to reopen the (bargaining for a new plan)," says Graff.
