CLINTON MAY BE DOWN, BUT CONGRESS IS DOWN AND OUT

A new TIME/CNN poll shows that while only 44 percent of American's approve of the president's handling of his job, an even lower number -- 25 percent -- approve of the Congress's doings. And when asked about who they blame for the gridlock in government, 48 percent pointed their finger at the Republicans; 32 percent said it was Clinton's fault.
