VACCINE PROGRAM SHOT

A move to allow uninsured children to be immunized by private physicians for free, a small part of Clinton's child-health program, has been abandoned. Some members of Congress wanted to deep-six the $14 million plan because they claimed it would spawn a bureaucratic nightmare. Those affected: uninsured children in 25 states. A spokeswoman for the Centers for Disease Control told TIME Daily that a replacement system hadn't yet been worked out.
