RWANDA . . . REVENGE THREAT

So much for victorious Tutsi's pledges to have mercy on the Hutu who slaughtered their brethren in Rwanda's three-month civil war. The central African country's new President, Pasteur Bizimungu, in the Netherlands today for an international conference on Rwandan reconciliation, warned, "The people of Rwanda must see justice done, or they will take their own measures." At issue is the U.N.'s lagging effort to set up a war-crimes tribunal, which even sympathetic officials complain would cost $10 million and take at least six months.
