The House Foreign Affairs Committee made good on a threat to set a March 1 deadline for the withdrawal of U.S. troops from Haiti, even though the Clinton Administration has asked for a freer hand. The bill passed, 27-18, and now goes before the full House. The bright side: it gives President Clinton de facto congressional support for his actions in Haiti now.
