U.S. CLINCHES NUKE DEAL WITH NORTH KOREA

The U. S. and North Korea have reached a deal that should resolve the conflict between the two countries over Pyongyang's nuclear program. Robert L. Gallucci, the chief American negotiator, said a draft would be sent to both capitals for approval from lawmakers, and a final document will probably be signed in Geneva on Friday. News of the accord was an abrupt reversal from just yesterday, when talks between the two countries were cut off. No details of the accord were available, but it's likely to build on provisions reached earlier: North Korea will offer to open its nuclear facilities to international inspection and scrap its outdated atomic-energy program.
