TEXAS STORMS PROMPT FED EMERGENCY

The rain in Texas is starting to taper off, but the damage from the storms over the past three days was serious enough for President Clinton to issue a disaster declaration for 26 southeastern counties. So far, the disaster has left nine people dead, hundreds of homes submerged and many Houston corporations shuttered because of extensive flooding in the city's outlying areas. Clinton's declaration means that the counties will now be eligible for federal money.
