A time for celebration? Yes and no, says TIME Pentagon correspondent Mark Thompson. "It's the best deal we could have gotten," he says. The fly in the ointment: inspections into North Korea's nuke program won't start for five years. That's enough time for Kim Jong Il, the new chief in Pyongyang, to embark on a whole new nuke program if he so chooses -- and to do so with U.S. loans that come with today's accord. "A lot of people are holding their breath," says Thompson.
