NORTH KOREA . . . A PAYOFF FROM DOWN SOUTH

South Korea said today it would foot half the $4.5 billion bill to provide North Korea with higher-tech nuclear reactors, as part of last week's pact to freeze the Communist North's nuclear program. While U.S. officials have whispered for months that South Korea would split the bill, Foreign Minister Han Sung-joo's statement today was the first public acknowledgement.
