THE MILITARY . . . NOT READY FOR PRIME TIME

The Clinton Administration admits that foreign peace-keeping missions have drained Army resources to the point that much of the basic fighting force isn't ready for combat -- the highest military priority. In a hasty news conference late yesterday, Pentagon officials said five of the 12 Army divisions rated below the top level of preparedness. (Since the three lowest-rating divisions are backup units, national safety isn't threatened, they said.) Defense Secretary William Perry, in a letter to congressional leaders, said part of the problem was Capitol Hill foot-dragging on making up the financial shortfall.
