HELMS RIPS CLINTON

Sen. Jesse Helms (R-N.C.), incoming chairman of the Senate Foreign Relations Committee, came right out today and said President Clinton isn't fit to lead the nation's military forces. Asked whether Clinton is up to the job of commander-in-chief on CNN's "Evans and Novak" program, airing Saturday, Helms said: ``No, I do not. And neither do the people in the armed forces."
