At the meeting's outset, Carter caused a controversy when he said he agreed with Karadzic that the Bosnian Serbs -- like the Haitian dictators before them -- were misunderstood by the American people. "I can't dispute your statement that (the American people) have primarily heard one side of the story," Carter told him -- thus becoming the first-ever international negotiator to express sympathy. Back in Washington, White House Press Secretary Dee Dee Myers immediately disavowed Carter's comment.
