BASEBALL STRIKE . . . PLAYERS TAKE SALARY CAP TO COURT

The first pitch in what is certain to be an legal slugfest over the baseball owners' effort to implement a salary cap headed for the courts today as the players union filed unfair labor practices charges and asked federal officials to block the cap by seeking a court injunction. Meanwhile, the owners counterattacked asking the same federal panel ---- the National Labor Relations Board -- to find that the players' union is negotiating in bad faith.
